8 hp briggs and stratton governor linkage diagrams

Question

Received this engine from my father-in-law as wheeled blower he used to lay down running track surfaces. I wanted a horizontal shaft motor to build a go kart. It originally didn't run but I've worked on dozens of small engines and got this one going, just never got the governor to work and I've never encountered one like this guy.

The model is 195432-0720-01 Briggs and Stratton. Its an 8HP and was originally in a Billy Goat blower. I don't know much about its mechanical history of what was changed over his years of track surface laying but it still has power and starts right up.

The problem at hand is how I connect my throttle cable into the governor for a functional setup. The governor must be in the UP position for idle when connected to throttle linkage. DOWN position is wide open. Governor arm moves up and down just fine attached to the carb. Issue is in connecting the plate and spring to the arm. I've attached a few photos of the setup and have been connecting the spring (I only have one) to the only hole remaining open in governor arm and to the largest tab on the plate. The internet seemed to show this for every Briggs engine I could find. What I don't understand is how the arm is then forced back up to idle and my throttle cable set back into idle tension. Am I missing some parts to this plate?

What does a governor linkage connect?

Governor Spring – The governor spring is attached from one end of the governor arm and to the throttle control of the machine. Throttle Linkage – The throttle linkage connects the top of the governor arm to the throttle of your carburetor.
