All real and tangible personal property, with limited exceptions, is subject to property tax.

As of July 1 each year, the ownership, use and value of property are determined for the next calendar tax year.

However, public service business property is assessed based upon operations as of December 31 each year.

Protests Must Be Filed Before Property Taxes Are Due

Owners of property, except for owners of public service business property, who wish to protest the assessed value of their property must file a protest with their county commission sitting as a board of equalization and review that begins meeting for this purpose on February 1 each year before the property taxes are due for that year.

Boards of equalization and review may adjourn any time after February 15 if their work is completed and must adjourn no later than February 28.

Classification of Property for Tax Purposes

Property taxes are levied by county boards of education, county commissions, municipalities, and the State.

When the owner of property and the county assessor disagree over the classification of property or the taxability of property, the question may be submitted to the Tax Commissioner for ruling as provided in West Virginia Code § 11-3-24a.

The Tax Commissioner must issue a ruling by the end of February of the calendar tax year.

Consequently, requests for rulings must be submitted to the Tax Commissioner through the county assessor in sufficient time for the Tax Commissioner to consider the matter and issue a ruling by the end of February.

Property tax bills, commonly called tickets, are issued on or after July 15 of the property tax year by county sheriffs for all property except public utility operating property.

You have several options for paying your personal property tax.

Check

You can pay your personal property tax online with an electronic check by using our Easy Check program which offers two convenient options.

Option 1

Option 1 remains a free payment option; however you will be required to submit a separate payment for each of your bill(s). This option will not recall or store your bill account number(s) or banking information.

Option 2

Option 2 allows you to easily retrieve your tax bill invoice(s). When prompted "How would you like to pay?", simply click on the "EFT (check)" selection. This option allows you to pay a bill(s) as a guest, or you can click on "I want to register this account" while reviewing your cart to create a profile using your email address as your login ID. Your account numbers and banking information will be stored and recalled for your next bill payment. There is a nominal $1.00 eCheck processing fee paid to Invoice Cloud for this payment option.

Credit Card

You can pay your personal property tax with a major credit card by enrolling in E-bill, a service provided by Invoice Cloud. There is a nominal fee for each payment using a credit card. Learn more about Invoice Cloud fees.

Online Banking

You can pay your personal property tax through your online bank account. When you use this method to pay taxes, please make a separate payment per tax account number. Also, if it is a combination bill, please include both the personal property tax amount and VLF amount as a grand total for each tax account number.

Pay your taxes online using your checking account or credit/debit card. You will need your Assessor’s Identification Number (AIN) to search and retrieve payment information. You can make online payments 24 hours a day, 7 days a week up until 11:59 p.m. Pacific Time on the delinquency date.

There is no cost to you for electronic check (eCheck) payments. You will need to use the AIN and Personal Identification Number (PIN), which is printed on your original Secured Property Tax Bill, to complete the transaction. Each eCheck transaction is limited to $999,999.99.

When paying by eCheck, your bank account must be Automated Clearing House (ACH)-enabled, meaning the transaction can settle through the ACH Network.

If your bank account has a debit block to prevent unauthorized organizations from debiting your account via ACH, you must notify your bank to authorize ACH debits from Los Angeles County with a debit filter with the Company Identification Number of 0 0 0 0 0 7 9 1 6 1. Los Angeles County updated its Company Identification Number in September 2018, so you must update this Company Identification Number if you previously had a debit filter on your bank account.

We cannot provide the PIN by telephone, e-mail or fax. We can only mail a copy of the original Secured Property Tax Bill to the property address or mailing address we currently have on record.
