04 December 2021 – The Department of Foreign Affairs (DFA), through the Philippine Consulate General in Los Angeles, held the inauguration of the first Philippine ePassport Renewal Center in Los Angeles (LA PaRC) today (03 December 2021, PST), the first in North America, as a testament to the Philippine government’s untiring push to make consular services more accessible to overseas Filipinos worldwide.  Foreign Affairs Secretary Teodoro L. Locsin, Jr., Foreign Affairs Undersecretary for Civilian Security and Consular Affairs Brigido J. Dulay, and Consul General Edgar B. Badajos led the ribbon-cutting ceremony.

“The Philippine ePassport Renewal Center (PaRC) system supplements and strengthens the consular operations of our 94 embassies and consulates around the world.  It radically reduces the pressure to get more things done faster and faster until more and more mistakes are made or the public is condemned to slower and slower service”, said Secretary Locsin during the inauguration.

The Philippine Consulate General in Los Angeles serves the largest section of overseas Filipinos in the entire region of the Americas and has been at the forefront of innovating and adopting new ways and means to increase its capacity to deliver consular services to its clients, especially passport renewal.

“The PaRC operates on more days and for longer hours than we ever did.  Even on weekends.  It is a mean machine with kind results for the public and therefore for DFA workers meeting their needs.  Filipinos here in Los Angeles and in the surrounding states need not worry about missing work obligations or other inconveniences caused by an 8-to-5-time window.  I know you work so hard to make a life out here, and we will make sure that the PaRC works harder for you to help you achieve that end,” the Secretary highlighted.

From May 15, 2019, the Consulate cannot authenticate the signatures on the following public documents: (1) notarized documents and (2) documents signed/issued/certified by a Federal, State, County, City, University or School Official.

The change is due to the Philippines officially becoming a party to the Apostille Convention.

INSTRUCTIONS

  1. Pick from the date and time with WHITE BACKGROUND AND BLUE TEXT.
    • The time indicated in the appointment calendar is the APPROXIMATE starting time of the process.  This includes registration and wait times and does not guarantee delivery of service on the exact time selected.  The times are given for mainly to organize clients into batches.
    • GRAY BACKGROUND   = No slots available. Don’t pick.
    • RED BACKGROUND     = No slots available. Don’t pick. 
    • WHITE BACKGROUND AND GRAY TEXT = No slots available. Don’t pick.
    • If the date or time is unclickable, then it is unavailable.

2.  Each adult family member, regardless of age, applying for dual citizenship must apply for separate time slots.  One applicant per appointment slot.

    • The companion of a disabled applicant must have a separate appointment slot if also applying for dual citizenship.
    • Minor children applying for derivative dual citizenship DO NOT need an appointment slot  IF ACCOMPANIED by the parent who already has an appointment slot for his/herself.
    • If the transaction is SOLELY for the minor child applying for derivative dual citizenship of an adult who already is a dual citizen from a previous transaction, then AN APPOINTMENT SLOT IS REQUIRED.

3.  After choosing a time slot, fill up Personal Information Form below.

    • Make sure all items provided are correct, especially your email address.
    • Write N/A in “Other Signatories to Notarization” since you are just applying for dual citizenship.

      4.  Upon completion of the Personal Information Form, tick off the boxes and click SUBMIT.

5.  A confirmation email with additional instructions will be sent to the email address you provided.  Please check your inbox, spam or junk mail regularly.

NOTE:

  • Applications for renunciation of Philippine citizenship or certified true copies (CTC) of dual citizenship documents previously issued by the Consulate General must be sent by mail.  Email: for instructions.
  • Due to the CoVid-19 pandemic, the Consulate General allows eight applicants for each of the two oath-taking sessions in a day, for a total of 16.  The minor child or children in the application for dual citizenship (also known as “derivative dual citizenship”) are not included in the count.  In fact, parents or adult applicants may decide to leave said minor child or children at home since minor applicants for derivative dual citizenship are not required to appear in person.
